The buyer can use the photography however they like after payment has been finalized.
I retain copyrights, until the payment has been release. However after the payment is released the buyer owns the content 100%, I retain no rights after payment has been released.

Answer: Yes, upon the approval of the transaction and when the payment is released the buyer will have 100% ownership, and may do with it as they wish.
If the work is not approved, then the seller retains full ownership.
